The 599-page withdrawal agreement covers the main areas:  The House of Commons votes in favour of the Brexit Act. This means that the UK is on track to leave the EU on 31 January. However, the House of Lords and the European Parliament have yet to approve the agreement. “The withdrawal agreement was drafted on the basis that, as part of this joint committee procedure, further agreements could be reached between us and the EU on the details,” the spokesman said. The agreement was revised as part of the Johnson Department renegotiation in 2019. The amendments fit about 5% of the text.  Britain would have been able to immediately conclude new international free trade agreements after the “Non-Brexit Deal”.  On 30 July 2019, Helen Roberts of the National Sheep Association in Wales told the Guardian that it would be “absolutely catastrophic” to leave without agreement and cause riots among sheep farmers. Minette Batters, president of the National Farmers Union, said that in the event of a Non-Brexit Deal, there would be no market for 40% of British lamb meat.
The Guardian also reported surveys conducted on behalf of the Agriculture and Horticulture Development Board and Quality Meat Scotland, which showed that combined beef and sheep exports to the EU could have declined by 92.5%, as the trade in lamb meat exports was “almost completely wiped out”.  The British Parliament decides that a further extension of the Date of Brexit is necessary, as it first wants to review the relevant legislation before deciding on the withdrawal agreement. The UK government is then asking the EU to postpone the date of Brexit to 31 January 2020. Mini-agreements on the UK`s participation in EU programmes could be concluded at a later date, if both sides are still willing. The EU programmes in which the UK intends to participate are not yet clear. The European Defence Fund for Research and Development and the Creative Europe Cultural Programme seem to have been excluded. In a non-agreement scenario, the UK would immediately leave the European Union (EU) without agreement on the divorce process. The UK government has published a communication on how data protection legislation works if the UK left the EU without a deal.  The EU and the UK reach a provisional agreement on citizens` rights and the financial regime of Brexit.
In the absence of a trade agreement, negotiations are likely to end in a dilemma and neither side would be inclined to continue negotiating administrative pacts for financial services. After Mrs May`s deal failed, the Brexit deadline was extended until 31 October. A Brexit without a deal would have had a direct impact on exports from many developing countries, with UNCTAD raising the possibility of major disruptions and economic damage to developing countries whose exports are heavily dependent on the UK market and/or subsequently benefited from EU preferences.  Croatia has reportedly offered British nationals a free temporary residence application, which can be upgraded after the “Non-Brexit Deal” on an identity card residing at HRK 79.50. Permanent stay is an option for people who have been there for 5 years or more.  The Bloc is furious that Britain intends to violate part of the withdrawal treaty introduced to maintain an open Irish border that has confirmed peace since the Good Friday agreement in Northern Ireland in 1998.
